New Board Members Appointed. On May 7, 2008, Governor Ritter appointed three new members to the Authority's Board of Directors. For a term expiring October 1, 2008: Gregory C. Fisher of Denver, Colorado to fill the vacancy occasioned by the resignation of Barbara J. Green of Denver, Colorado, and to serve as a member from the city and county of Denver who is familiar with its water problems, and with experience in the planning and development of water projects, appointed. For terms expiring October 1, 2011: Frank J. Kugel of Gunnison, Colorado to serve as a member from the Gunnison-Uncompahgre drainage basin, and with experience in water law, appointed; Ty H. Wattenberg of Walden, Colorado to serve as a member from the North Platte drainage basin, appointed. Jim Hokit of Montrose, Colorado and Bob Carlstom of Walden, Colorado have submitted their resignations effective immediately. The Authority staff bids a fond farewell to Jim and Bob and wishes them the very best in their future endeavors.
Board Approves Small Hydropower Loan Program. The Board of Directors of the Colorado Water Resources and Power Development Authority is pleased to announce the creation of a small (5 megawatts or less) hydropower loan program for 2009 ($10 million of loan funds available) that will promote a clean, renewable energy source for the citizens of Colorado. In addition, the Board has authorized $150,000 (up to $15,000 each) of matching grant funds for the evaluation and development of small hydropower projects. The Small Hydropower Loan Program will complement the renewable energy programs created by the Colorado legislature in 2007 for biofuels, ethanol, wind and solar power. SB 08-221, Concerning the authority of the Colorado Water Resources and Power Development Authority to issue bonds for certain projects. The Authority is hereby authorized to issue bonds, in an amount not to exceed fifty million dollars, for the purposes of funding watershed protection projects and forest health projects of governmental agencies.

Authority Legislation Passed

The Authority's DWRF and WPCRF Project Eligibility Lists have been approved by the General Assembly and signed by Governor Ritter. The General Assembly also approved changes to the Authority Statute to authorize Board member participation in meetings via telecommunications devices. SJR 08-003 (additions, modifications and deletions to the Project Eligibility Lists) was signed by Governor Ritter on March 24, 2008 and SB 08-010 (statute changes) was signed by the Governor on March 13, 2008.

GENERAL INFORMATION - Since its creation by the General Assembly in 1981, the Authority has evolved into a major financing resource for water and wastewater utilities throughout Colorado. In the 1980’s, the Authority was involved with many water project and basin-wide studies, the satellite stream monitoring system, the financing of the Stagecoach Reservoir Project and negotiations involving the Animas-La Plata Project. Starting in 1989, the Authority began focusing on financing activities with the first bond issue for the Water Pollution Control Revolving Fund. In 1990 the Authority completed its first “pooled” financing for the Small Water Resources Projects Program. In 1997, the Authority completed its first financing for the Drinking Water Revolving Fund.

The Authority is governed by a nine-member Board of Directors appointed to four-year terms by the Governor and confirmed by the Senate. The Board members are chosen geographically from the eight major drainages basins around the state and from the City and County of Denver.

The Authority may fund all types of water and wastewater facilities including treatment plants, pump stations, etc., water storage projects, stormwater facilities and non-point source pollution control projects. With statutory changes adopted in 2003, the Authority may fund loans of up to $500 million per borrower per project.
