Programs

The Authority has four main financing programs: the Drinking Water Revolving Fund ("DWRF"); the Water Pollution Control Revolving Fund ("WPCRF"); the Small Hydropower Loan Program ("SHLP"); and the Water Revenue Bonds Program ("WRBP").  The DWRF and WPCRF make up what is known as the State Revolving Funds.  The Authority partners with the Department of Local Affairs and the Department of Health-Water Quality Control Division to administer these programs.

The SHLP was designed to assist in the development of hydropower facilities, 10 megawatts or less. 

The WRBP provides funds up to $500 million, without legislative review, to entities for water and wastewater projects not eligible under the above programs.  The Authority subsidizes the costs of the bond issuance for the program.

The Authority also administers an Interim Loan Program.  

Tap water plant

Drinking Water Revolving Fund (DWRF) helps finance clean drinking water projects for the State of Colorado with loans and grants.

Sewage Filtration

Water Pollution Control Revolving Fund (WPCRF) helps finance clean water and wastewater projects with loans and grants.

Small Hydropower Loan Program (SHLP) helps finance hydropower projects below 10MWs with low-interest loans and helps determine the viability of projects with feasibility grants.

Water Revenue Bond Program (WRBP) helps finance large water projects such as water and wastewater treatment plants, dams/reservoirs, and water rights with municipal bonds and a cost of issuance subsidy.

Stacked Pipes

The Bipartisan Infrastructure Law (BIL) provides the state of Colorado with a combo of grant and loan funds to address lead, PFAS, water, and wastewater infrastructure. 

Green Forest

Forest Health, Fire Mitigation and Recovery Loan Program that can help finance forest health, fire mitigation, and fire recovery projects for municipalities in Colorado.
