Welcome to the Colorado Water Resources and Power Development Authority! 

We are a quasi-governmental agency that provides state and federal funding in the form of loans and grants to Colorado governmental agencies to finance water, wastewater, hydropower, and forest health infrastructure projects.

Tap water plant

Drinking Water Revolving Fund (DWRF) helps finance clean drinking water projects for the State of Colorado with loans and grants.

Sewage Filtration

Water Pollution Control Revolving Fund (WPCRF) helps finance clean water and wastewater projects with loans and grants.

Generator Project Picture 1

Small Hydropower Loan Program (SHLP) helps finance hydropower projects below 10MWs with low-interest loans and feasibility grants.

Water Revenue Bond Program (WRBP) finances large water and wastewater projects, dams/reservoirs, and water rights with municipal bonds and a cost of issuance subsidy.

The Colorado Water Authority provides below market interest rates and subsidized municipal bond issuances.

There are 7 loan application deadlines a year, but applications can be submitted at any time.
