Welcome to the Colorado Water Resources and Power Development Authority!
We are a quasi-governmental agency that provides state and federal funding in the form of loans and grants to Colorado governmental agencies to finance water, wastewater, hydropower, and forest health infrastructure projects.
Small Hydropower Loan Program (SHLP) helps finance hydropower projects below 10MWs with low-interest loans and helps determine the viability of projects with feasibility grants.
Water Revenue Bond Program (WRBP) helps finance large water projects such as water and wastewater treatment plants, dams/reservoirs, and water rights with municipal bonds and a cost of issuance subsidy.
The Bipartisan Infrastructure Law (BIL) provides the state of Colorado with a combo of grant and loan funds to address lead, PFAS, water, and wastewater infrastructure.
Forest Health, Fire Mitigation and Recovery Loan Program that can help finance forest health, fire mitigation, and fire recovery projects for municipalities in Colorado.



The Colorado Water Authority provides below market interest rates and subsidized municipal bond issuances.
The Colorado Water Authority's Governor Appointed Board meets 7 times a year.

There are 7 loan application deadlines a year, but applications can be submitted at any time.
Disadvantaged Communities (DACs) are communities that meet our base program criteria. DACs are eligible for reduced interest rates and grant/loan combo.
