$150,000 in Matching Feasibility Grants Awarded

At its January 30, 2009 meeting, the Authority Board of Directors awarded $150,000 in matching feasibility grants (10 grants of $15,000 each) for its Small Hydropower Loan Program. The grant recipients are as follows: City of Aspen, Colorado River Water Conservation District, City of Fort Collins Utilities, Town of Georgetown, City of Idaho Springs, Parker Water and Sanitation District, San Luis Valley Irrigation District, Summit County, City of Thornton and Upper Gunnison River Water Conservancy District.

The Authority's Board also approved a Small Hydropower loan for the City of Cortez to install a 240 kW hydropower generator on the City's water conveyance system. The loan will be for $1,456,891 at an interest rate of 2% and for a term of up to 20 years.

Board Approves Small Hydropower Loan Program. The Board of Directors of the Colorado Water Resources and Power Development Authority is pleased to announce the creation of a small (5 megawatts or less) hydropower loan program for 2009 ($10 million of loan funds available) that will promote a clean, renewable energy source for the citizens of Colorado. In addition, the Board has authorized $150,000 (up to $15,000 each) of matching grant funds for the evaluation and development of small hydropower projects. The Small Hydropower Loan Program will complement the renewable energy programs created by the Colorado legislature in 2007 for biofuels, ethanol, wind and solar power. The Authority has set a deadline for matching feasibility grant and loan applications for October 15, 2008. Click here for more details.

GENERAL INFORMATION - Since its creation by the General Assembly in 1981, the Authority has evolved into a major financing resource for water and wastewater utilities throughout Colorado. In the 1980’s, the Authority was involved with many water project and basin-wide studies, the satellite stream monitoring system, the financing of the Stagecoach Reservoir Project and negotiations involving the Animas-La Plata Project. Starting in 1989, the Authority began focusing on financing activities with the first bond issue for the Water Pollution Control Revolving Fund. In 1990 the Authority completed its first “pooled” financing for the Small Water Resources Projects Program. In 1997, the Authority completed its first financing for the Drinking Water Revolving Fund.

The Authority is governed by a nine-member Board of Directors appointed to four-year terms by the Governor and confirmed by the Senate. The Board members are chosen geographically from the eight major drainages basins around the state and from the City and County of Denver.

The Authority may fund all types of water and wastewater facilities including treatment plants, pump stations, etc., water storage projects, stormwater facilities and non-point source pollution control projects. With statutory changes adopted in 2003, the Authority may fund loans of up to $500 million per borrower per project.
